SMS SMTP Module

I would like to ask you please to explain to me this and if you can help with some articles/code:

An SMTP Client is the module installed at the hosting server, and in charge of replying to SMSs. When a client sends an SMS to a short number (via a phone company), the operator will redirect this SMS as a message to the computer in which the system is hosted. In this system, there must be a module (SMTP Client) which must automatically reply to this SMS in order to send (by SMS) a number.

What is that? How can this be done?

if you tell me what are you looking for ? are you looking to send SMS using this protocol via provider or you want to connect your mobile phone and make the service by your own. for my self i use provider for the service for SMS
