SMTP Server on vista ?

ok, i just want to know whether vista includes smtp or not?? becoz now i cant send through my application in localhost.. is there any solutions for this..and besides i want to know if vista doesnt have smtp with it what is it in this image i have attached ??/

but in my previous installation of vista i used its smtp server feature.. and it worked.. n i could able to test alot of applications.. and in the link above u gave also it mention something about smarthost.. can you elaborate on how to enable smarthost
